have their sights on the world series. from across the bay to around the world, the stories that matter on "kpix 5 news this morning. captions by: caption colorado comments@captioncolorado.com >> couture and marleau! >> good morning, it's friday, october 4. i'm michelle griego. >> hi, everyone. i'm frank mallicoat. we are waking up to high winds and high fire danger and the smell of smoke all over the bay area. we are following several developing stories overnight. firefighters in napa county have been working through the night trying to get a wildfire burning at lake berryessa from raging out of control. some of the smoke from the fire has made its way down to the bay area. strong winds completely uprooted a tree that's now lying across a major thoroughfare. this is in san francisco at fell street. the tree is still blocking two lanes on masonic this morning. the wind knocked scaffolding into power lines at 20th at potrero hill. several dozen people in the area are without power. we have live team coverage for you on the high fire danger

around the bay area. cate caugiran following some small fires in the east bay. anne makovec is up in the north bay. but we are going to kick it off with lawrence karnow and this windy weather. lawrence. >> just walking out the door you can feel the winds and smell the smoke. the temperatures are very mild. we have those offshore winds kicking in. in fact our mount vaca cam you can see those winds whipping around. this is about 3,000 feet. so blustery winds across the tops of the mountains. you're looking at winds gusting to 54 miles per hour right now in the oakland hills, 36 in fairfield, 30 in napa and 26 miles per hour in livermore. red flag warnings are up above 1,000 feet across the bay area. we are seeing some very dry northeasterly winds with strong gusty winds and the humidity levels are very, very dry. so conditions are ripe for fires. we are going to get more on that with anne makovec in the north bay where they're already seeing a fire. anne. >> reporter: yeah. big fire near lake berryessa. and smoke was reported as people could smell it about 100

miles away. the winds have carried a lot of the smoke out of the area. i'm near the richmond/san rafael bridge. still almost 70 miles from the fire. but let's take a closer look at the fire -- the flames burning last night. the fire burned about 376 acres near the eastern shore of lake berryessa in napa county. it started at 8:30 last night and spread quickly pushed to the south by strong winds. it is burning through mainly grassy areas on federal property. not threatening any campgrounds, mainly some day use park space in the putah canyon recreation area. this is one of several fires burning. and firefighters are worried as the dry windy conditions continue. >> right now we're under a red flag warning for critically high winds and low relative humidity combined with the seasonal drying of the vegetation. this does make it a critical

time for fire control and fire behavior for us in the north half of the state of california. >> reporter: now, for that fire burning at lake berryessa, firefighters have been working through the night. they have it pretty well under control, but they are going to be watching hot spots today because in these windy conditions, things can very quickly reignite. live in san rafael, anne makovec, kpix 5. strong winds are pushing smoke from the putah fire deep into the bay area. take a look at these flames here. people have reported smelling smoke as far south as palo alto and you can certainly smell smoke in san francisco. cate caugiran is live in the east bay this morning where several fires started overnight. cate. >> reporter: yes, michelle. and the winds have picked up really -- they have actually picked up strongly here in the east bay hills causing damage like this. you can take a look. this tree has been toppled on the road and that wind also has started a few fires early this morning in oakland. the winds were so strong it toppled this tree on power lines creating sparks that

ignited a small fire and firefighters really had a tough time getting to the damage because of the gusty winds. pg&e had its work cut out for them to clean it up. oakland fire says it started just after 11:00 last night. it took firefighters about 20 minutes to knock it out. and small grassfires like this stir up haunting memories for those who lived in this area in 1991. that's when the infamous oakland hills fire ripped through 1500 acres killing 25 people and injuring 150 others. the companies today very similar to what we're seeing or -- or the conditions then are similar to what we're seeing today, strong wind, low humidity. this fire in 1991 started from a completely extinguished fire that reignited. over in martinez, early this morning there was another wildfire this one at the refinery. we are still awaiting details to figure out how this fire started. but undoubtedly, it's just going to be similar across the

board here in the east bay. firefighters will have their hands full because of the strong wind and red flag warning in effect. cate caugiran, kpix 5. firefighters in stockton spent the night putting out hot spots at a recycling plant there. fire broke out at the newark recycling center yesterday. wind-blown flames quickly spread through the densely packed paper and other recyclables inside. at one point there were 18 fires burning. heavy smoke even forced the closure of interstate 5 for a little while. and in sunnyvale, at least 10 people are homeless after fire tore through an apartment complex. the fire consumed a two-story building on west california avenue around 3:00 yesterday afternoon. the red cross now working on finding those people some temporary housing. more details are emerging about a bizarre series of events in our nation's capital. it began when a dental hygienist tried to crash her car through a security gate at the white house. cbs news' susan mcginnis has

the story. reporter: investigators wearing hazmat suits searched the stamford, connecticut home of the woman police say triggered a dramatic car chase through washington, d.c. >> police were there so that they could go through that and try and find out what was this? could they learn from her computer, from her notes or from anything else, something that could give them a window as to a motive behind her behavior. >> reporter: cbs news learned the driver was 34-year-old miriam carey. these pictures were taken from the facebook page believed to be carey's. police shot and killed her outside the u.s. capital thursday afternoon. but the incident started at the white house where officials say carey struck a barricade with her black infiniti sedan. she then sped down pennsylvania avenue toward the capital. that's where police officers thought they had her boxed in but carey backed up and tried to speed off again. police opened fire killing the woman. officers found a young girl inside the car. >> the child is approximately a year old and is in good

condition and in protective custody. >> reporter: police are still here on capitol hill collecting evidence and investigating what happened. part of that is determining why police chose to use deadly force to stop the suspect. >> the united states secret service and capitol police officers acted heroically in trying to stop this suspect from entering the security perimeters at both locations. >> reporter: both the white house and the u.s. capitol were put on lockdown during the incident. susan mcginnis, cbs news, washington. >> the u.s. capitol police department was one of the main agencies involved in the case. its officers are currently working without pay because of the federal government's shutdown. also in washington, there is no sign of significant progress toward ending the partial shutdown of the federal government. so last night the white house announced the cancellation of president obama's trip to asia. instead, secretary of state john kerry will attend economic summits in brunei and indonesia. the president will stay in

washington to press for a short- term spending bill. what day is it? >> it's friday. >> and you know what that means? usually "friday light." >> most roads are "friday light." we start with an accident that will delay some traffic on i-80 eastbound of 80 in richmond involving a big rig and another vehicle. i was just looking at the chp details. they are saying that one car is pinned underneath that big rig with two lanes shut down. so expect some delays getting through there. since it's so early and it's counter-commute, so far it's not delaying any traffic. now, the altamont pass westbound 580 just beyond 580 there's an accident off to the right-hand shoulder. you pass the accident scene and traffic does okay with no major delays so far approaching the dublin interchange. now, the bay bridge commute, we have been talking about those strong winds, remember the chp has a high wind advisory in place for the bay bridge and for several other bridges out there. right now it's wide open at the bay bridge toll plaza with no

delays. that's a look at the friday drive. here's lawrence. >> liza, fire danger elevated but down below tell you what looking gorgeous all the way to the coastline today. we are going to see some warm temperatures maybe even some 70s right out at the beaches. so be careful outside today starting out very mild right now. many of those temperatures already well into the 60s in spots. 67 degrees in oakland. 66 in san francisco. and 64 degrees san jose. breezy down below, as well. the winds will be kicking up especially over the mountaintops. yesterday, we had highs in the 60s and the 70s. today much above that as much as 11 degrees warmer than yesterday alone. about 84 degrees in san jose. about 84 in livermore. and about 77 degrees in san francisco. looks like this nice weather may continue right through the weekend. we'll have more on that in a moment. back to you. several children were hurt after a school bus crashed into a pickup truck in san jose. it happened on 28th and julian streets yesterday. the bus struck the back of the pickup as it made a left-hand turn. the truck then spun out of control and hit an suv.

three kids on the bus and the suv driver suffered some minor injuries. opening statements start in san rafael today in a case involving that stolen lamborghini. 19-year-old max wade has pleaded not guilty to charges of vehicle theft and attempted murder. he allegedly tried to kill a teenaged couple in a drive-by shooting in mill valley last year. detectives tracked wade to a storage locker in richmond where they found the car which belonged to celebrity chef guy fieri. a free music festival set to begin today and run through the weekend. hardly strictly bluegrass will be at golden gate park in san francisco. today's headliners include bonnie raitt. others including boz skaggs, steve martin with the steep canyon rangers. he is fantastic. i have seen him, terrific. >> sounds good 5:10 now. the excitement is building across the bay.

except for this one accident still in richmond. eastbound i-80 approaching central a big rig accident is being cleared up from two lanes of traffic. so far since it's counter- commute it's not doing much to slow down that drive. checking on the 580/680 commute on a normal weekday you can count on slow traffic at this hour. but it is "friday light." we even had an accident on the altamont pass. that's been cleared up. and west 580 still looks okay between the 205 interchange approaching the dublin interchange. now, the weather is affecting traffic this morning. we have very strong winds. lawrence will have more on that. chp has issue a strong wind advisory for the bay bridge and the dumbarton bridge. 880 oakland no problems overnight. it's looking good in both directions. that northbound drive is moving at the limit approaching high street. and the golden gate commute southbound traffic fine. no delays so far this morning for 101 approaching central san rafael. that's a look at the friday drive. here's lawrence.

>> very mild this morning getting out the door today. clear skies out there. the winds kicking up in spots. fire danger is running high but right now we are starting out with mostly clear skies. temperatures already in the 60s and it is going to be some kind of day! this is pretty typical fall weather. you're going to get that offshore wind even at the beaches today. it will be breezy but temperatures beautiful and up into the 70s inside the bay and valleys. fire danger high for the next 24 hours. strong ridge of high pressure building in. you have that dry northerly flow, that offshore wind kicking in so humidity very low. fire danger going to be elevated. we are seeing a fire now in the north bay so you have to be very, very careful today. those winds kicking up over 50 miles per hour over the mountaintops. right now starting to see some breezy winds but they will be picking up through the middle of the morning gusting to 27 miles an hour in santa rosa, 28 in the napa valley and even stronger than that, maybe over 50 miles per hour over the mountaintops. then as we get into the afternoon and evening, the winds begin to subside. still, i think down below we

can enjoy a beautiful day. a lot of sunshine and temperatures moving up into the mid-80s into san jose. how about the coastline? 76 degrees the expected high in pacifica. and also into half moon bay. east bay temperatures moving up into the mid-80s. then into san francisco today, 77 in the afternoon, 73 in daly city and sunny. and 78 degrees in stinson beach. next couple of days looks like we'll have some great weather ahead but be very, very careful. the fire danger running high. but the weather is going to look just about perfect all the way to the coastline through sunday. you could see temperatures at the beaches in the 70s. >> oh, wow. >> that's some nice weather. >> what's today, october 4? >> yeah. wouldn't you know it? and it's that time of year that we get this kind of weather. >> thank you. well, bart and its unions will meet again this morning as the threat of a strike looms closer. the two sides have until thursday of next week to reach an agreement. that's when the cooling-off period ends. negotiations went on all day yesterday. unions presented their third

offer of the cooldown period. but the two sides remain far apart. meanwhile, riders are getting frustrated. a new survey says 63% of bay area residents want unions to take bart's offer. unions responded to that survey conducted by the pro-business bay area council. >> i would say that the bay area council is made up of large corporations that have a history of trying to drive down working family wages. so you can take that for what it's worth. who did they ask? did they ask the 1% or the 99%? >> union leaders also said they are working hard to avoid another strike. now, here's what the unions are asking for. a three-year deal with a 3.75% raise the first two years and a 4% raise in the final year. bart is offering a four-year deal with annual 2.5% raises. 5:18. stealing the show at the president's cup. not that guy. there's actually a little guy that's pretty cute. you're going to meet him when

boulevard and they have sparked small grassfires in this area overnight. oakland firefighters say the winds knocked over this tree on to power lines and that ignited the flames. firefighters got the call around 11:00 last night and that's when though strong gusts picked up in the east bay. it took firefighters about 20 minutes to knock it out, and then pg&e crews came in and tried to clear the area of any danger from the damage and from those downed power lines. and we're hearing from oakland firefighters that there are more toppled trees like this one all around the east bay. so it's going to be a busy day for firefighters because these strong winds are expected to continue throughout the morning. reporting live in oakland, cate caugiran, kpix 5. a fire burned at the site that sorrow refinery. the glow from the flames can be seen from a distance. . this is a live look at a

recycling plant in stockton starting yesterday afternoon at the newark recycling center. a pile of paper caught fire and the flames spread to other recyclables including several propane tanks that exploded. for a time the smoke was so thick it forced the closure of i-5 in both directions. the highway has reopened. crews have had to deal with as many as 18 spot fires in the surrounding area. strong winds blew down a large tree across a major thoroughfare in san francisco. we have some pictures here. this is at masonic and fell streets. on its side the tree is about 50 feet long and 20 feet tall and it's blocking lanes. in the east bay strong winds knocked down this huge oak tree overnight. splinter tree limbs are blocking a main road in alamo. branches are covering fences and yards there. we'll be monitoring reports of trees down across the bay area overnight. right now though lawrence karnow is tracking both the

high fire danger and the latest wind conditions. >> a strong pressure gradient gives you high winds. not astrong in the valleys but still very, very breezy. 16 miles per hour in san jose now to 11 in fremont to 11 miles per hour in san francisco. but 24 miles per hour in fairfield. and 20 in the napa valley. it looks like the fire danger is going to stay high. this more so than the last fire event that we had. the humidity is low less than 20%. so it is very dry. some of those winds gusting to up to 50 miles per hour so very dangerous fire conditions over the next 24 hours. be careful. but down below lots of sunshine and some warm temperatures at the coast. all right. let's check on the roads with liza battalones. >> hey, lawrence. we have been tracking those downed trees because of those strong winds. chp checking reports of a tree down in the napa area. this is highway 29 near tubbs

lane so expect delays through there if chp decides to clear up the debris. tree down in napa highway 29. as we check on the bay bridge commute, it is still "friday light" for the drive out of oakland into san francisco. just a very brief delay in those cash lanes. as we check on the south bay, that is extremely quiet, also 880 and 237 here at the limit, extremely light for the northbound drive leaving morgan hill on 101 approaching san jose. even mass transit looking good. bart, muni, caltrain and ace all on time. that's friday traffic. hundreds of thousands of americans are signing up for the healthcare exchanges created by the new affordable care act. open enrollment for "covered california" is under way and now some doctors are worried about the influx of new patients leading to longer wait times at the offices. >> once patients are enrolled, they are going to seek primary care physicians for their

preventative services. whether or not we'll be able to see everybody in a timely manner, that's a big unknown at this point. >> so do we need to train, educate and continue to grow our workforce? absolutely. there's a huge investment in the affordable care act that's already helping in los angeles. >> if you want obamacare coverage when it starts at the beginning of next year, you have to sign up by december 15. the new affordable care act eliminates one of the most troublesome issues with health insurance. in part 4 of our series on five things to know about the new law, kpix 5's elizabeth cook explains how it's getting rid of the pre-existing condition. >> if you go out and buy insurance on your own, you're pretty much locked out of the market now if you ever had cancer, heart disease or even something as minor as asthma or hayfever. >> reporter: that won't be the case anymore. kaiser family foundation's senior vice president larry leavitt says the new affordable care act prohibits insurers

from denying coverage to people with pre-existing conditions. >> no longer have to fill out a detailed medical questionnaire when you apply for insurance and everyone will be guaranteed insurance regardless of whether they are sick or healthy. >> reporter: the only factors insurers can use to determine your rates are your age, the size of your family or how many people you want to cover, and where you live. the nine bay area counties are divided into six regions with each offering different insurers and varying rates. but no matter where you are, even tobacco use won't raise your rate in california. and there's even more protection. >> those annual limits and lifetime limits are prohibited under obamacare starting next year. >> reporter: currently, insurers can cap your coverage, say, $500,000 a year or maybe $5 million over your lifetime. as of january 1, that's not allowed which is especially important for anyone with a chronic condition or serious illness. >> everything okay? >> reporter: but you have to sign up during open enrollment. >> you can only buy insurance

once a year and if you miss that open enrollment period you have to wait until the following year so it's a way of encouraging people to buy insurance up front whether they're healthy now or not. >> reporter: elizabeth cook, kpix 5. >> open enrollment will usually be three months a year but because the system is so new this year it will last from october 1 to march 31 for six months. we have links to the enrollment center on our website, kpix.com/aca. and coming up tonight on kpix 5 news at 6:00, improvements to medicare and big changes to medi-cal. day 4 of the partial government shutdown and still no sign of any resolution. cbs news' jericka duncan has the very latest on the back and forth on capitol hill. reporter: president obama canceled plans to visit asia for an economic summit next week because of the government shutdown. white house officials say instead, he will remain in washington to deal with the

financial challenges facing this country. during a stop in maryland thursday, president obama told congress to do its job. >> congress has to pass a budget that funds our government with no partisan strings attached. >> reporter: republicans want a budget bill that delays or defunds the affordable care act. >> we should sit down and have a discussion. but because there is an insistence on no negotiations, no talking, my way or the highway, we are here. >> reporter: but today, we could see both parties agree on something. the house is expected to vote on a proposal that would give back pay to furloughed federal workers when the shutdown ends. the us treasury department is also calling on congress to strike a deal on raising the debt ceiling. treasury secretary jacob lew warns the economy could plunge into a downturn worse than the great recession if congress fails to raise the federal borrowing limit. jericka duncan, cbs news. >> congress now has until october 17 to raise its current

$16.7 trillion borrowing limit before the government defaults on its debt. the partial shutdown of the federal government is having its effect on financial reports. >> we are now joined by gigi stone of cbsmoneywatch.com with more. >> reporter: good morning. the futures right now indicate a higher open for stocks this morning. but uncertainty over the budget drove them lower yesterday with the dow losing 136 points and the nasdaq falling 40 points. because of the shutdown, the labor department won't release today's highly anticipated monthly unemployment report. so investors are now turning their attention to the debt ceiling. the treasury department warning the economy could plunge into a downturn worse than the recession if congress doesn't vote to raise the borrowing limit. now, if the u.s. defaults, the value of the dollar could plummet, u.s. interest rates could skyrocket. big news to tell you about on twitter. it has revealed plans to raise up to $1 billion in an ipo so for the first time potential

buyers are seeing its secret financials and revenue more than doubled in the first half of this year but its ad prices which make up most of its income are falling. so the stock is expected to start trading around thanksgiving under the symbol twtr, but even with all that hype over twitter, it's still not profitable. isn't that strange? >> it is very strange. i know. we were talking about that earlier. >> give it time. they said that about facebook. and its stock went in the tank and now it's over 50 bucks a share so i'm sure twitter will find its way. >> that's right. >> reporter: people sold too early. >> y . >> thank you. happening today, the man behind a massive online drug empire will be in court today. ross ulbricht known online as dread pirate roberts was arrested at the glen park library in san francisco on tuesday. he is accused of masterminding an online marketplace called silk road. investigators say the site sold an array of illegal drugs

including heroin, cocaine, lsd. ulbricht is also accused of hiring a hit man to kill a witness. in the bay area news this morning, friends and families are paying tribute to a woman who was struck and killed by a car in san francisco park. they held a memorial for 35- year-old christine svanemyr yesterday evening. the city of san francisco worker was behind the wheel of that truck that struck svanemyr last month at holly park. some at the vigil want charges filed against that driver. a small plane made an emergency landing at san jose's east side right on the capitol expressway. it happened shortly before noontime yesterday. police say the pilot had to bring the plane down after some sort of malfunction shortly after take-off from the reid- hillview airport. two people on board, a pilot instructor and a trainee, what a ride, neither was injured. some oakland neighborhoods are fighting crime by stepping up security on their own. the typically quiet rockridge area in oakland has seen a spike in burglaries and assaults this year.

later. he will show you where the spieder bit him. we're going to talk about the friday commute and so far this morning, it is "friday light." so enjoy it. a little bit of slow traffic now leaving the antioch area. not as bad as it usually is. but expect to be hitting those brakes for westbound highway 4 leaving "a" street. it's fine through pittsburg getting down the willow pass. and watch out for a tree that's down in the southbound direction of highway 29 at tubbs lane in calistoga. no delays so far because it's early. even the bay bridge toll plaza is looking good. we have a brief delay in the cash-paying lanes but by and large a nice drive into san francisco. once you're in san francisco, all city freeways moving at the speed limit including 280, 80 and 101. now heading for the oakland area, that's the nimitz, fine with no major problems to report to you between oakland and hayward. the golden gate commute, that's also been looking good and the san mateo bridge. now, we should talk about the strong winds. chp has issued wind advisories for bay area bridges so just

high pressure building in, we have a strong offshore wind kicking in. we are seeing that dry northerly wind and that offshore wind so fire danger is staying elevated. be very careful the next couple of days. i think the strongest winds probably going to come through this morning. 27-mile-per-hour winds in the napa valley, stronger over the mountaintops. this afternoon the winds subside and things calm down toward tomorrow. we are going to see beautiful temperatures around the bay area. plan on mid-80s inland. check the coastline! maybe some mid-70s into pacifica. should be a beautiful beach day if you can get there. by the way, we have the play- offs and we have the a's tonight 6:30 p.m. clear and mild, what a beautiful night for the game. temperatures in the mid-70s. the next couple of days we are going to see some nice weather through the weekend. fantastic. but the fire danger will stay elevated. cooler temperatures cooling down on tuesday and wednesday. by the way, we have a very
